I want to know if a councilperson could implement ordinances and policies in line with the GOP platform without public approval?

Individual council members have no power to enact ordinances or policies, or anything else. Our City Charter allows only a majority (and in some cases a super-majority) of the Council to act by voting at a noticed public meeting.

That said, the "non-partisan" nature of City government means only a party affiliation cannot be listed next to the name on the ballot.

Once elected there is nothing preventing the required majority of those elected from enacting politically partisan ordinances and policies.

I would, however, not vote for such things because I feel it is the duty of those elected to represent all residents, not just one faction or another.

Jim's question: What are the biggest issues your City government is not addressing to your satisfaction?

Reader answer: The continued power outages in our neighborhood on the Peninsula.

Jim's response: Electrical power in Newport Beach is supplied by the Southern California Edison company. I would guess they became the provider through some sort of franchise agreement with the City. I would want to find out what leverage the City government has to encourage them to provide better service.

Jim's question: Are there any entirely new projects or services you would like to see your City undertake or provide?

Reader answer: A clearing house where landlords could find city worker, police, fire who are looking for a place to rent in the city.
